How to be a Lotto Agent?

Based on PCSO Board Resolution No. 0092 Series of 2011, PCSO adopts the following policies and procedures relative to the application of lotto outlet:

  1. Application forms may be obtained free of charges from PCSO main office, branch offices or may be downloaded from the PCSO website.
  2. An application fee of two thousand five hundred pesos (P 2,500) shall be paid upon submission of lotto application ( BR# 0014 Series of 2011)
  3. Qualifications of applicants –Natural or juridical person
  4. 3.1 If natural person, must be a Filipino citizen and at least 21 years old
    3.2 If, juridical person, must be a duly registered and existing under Philippine Laws.
    3.3 No PCSO official or employee, or his relative on second degree of consanguinity or affinity , can own a lotto outlet, or shall have any interest in a juridical entity owning /operating a lotto outlet.
    3.4 No officer or employee of the lotto systems providers, or his relative within the second degree of consanguinity or affinity can own or have interest in a lotto outlet operator.
  5. Distance Restrictions (the distance is to be measured from the door of the establishment proper to the proposed outlet and shall follow road directions and not the straight line or hypotenuse distance between the two points)
  6. 4.1. Existing lotto outlet/s - 50 meters
    4.2 Day care centers Preparatory schools - 100 meters
    4.3. Elementary schools - 100 meters
    4.4. Secondary schools - 100 meters
  7. The ocular inspections and technical evaluation of the proposed site shall be conducted by the concerned department. An inspection report of the final evaluation shall be submitted to the department of Head.
  8. Applicants shall be submit a duly accomplished application form with the following requirements.
Natural Person
  1. Birth Certificate
  2. Three (3) latest ID pictures (2x2) of applicants spouse, if applicable.
  3. Proof of income
    Employed/Self-employed
    1. Income Tax return
    2. Registration of Business
    3. Audited financial statements
    4. Certificate of income
  4. Proof of ownership / lease or outlet
    For Owner:
    1. Title or TCT
    For Lessee:
    1. Authority/ certification from building owner
  5. NBI clearance (current)
  6. Barangay Clearance (personal record)
  7. Vicinity/location map of the proposed site
Juridical Person
  1. Biodata of Officers and Directors
  2. Certified True Copy of S.E.C registration, articles of Incorporation and By- Laws.
  3. Secretary certificate and/or Board Resolution duly authorizing person/s to transact with PCSO for purposes of the operating a lotto outletli>
  4. Latest audited financial statement
  5. ITR of immediate preceding year
  6. Proof of ownership/ Lease of outlet
    For Owner:
    1. land title or TCT
    For Lessee:
    1. Authority certification from building owner
  7. Vicinity / Location map of proposed site
  1. The ocular inspection and technical evaluation of the proposed site of operation shall be conducted by the concerned department. The result shall be submitted to the department managers who will in turn submit the same to the Assistant General Manager. The AGM will forward those recommended for approval to the Board of Directors through the General Manager
  2. The resolution by the Board on any application shall be given to the AGM through the GM for appropriate action
  3. Applicants with approved applications must comply with post-approval requirements and operate within thirty (30) days from notice of said approval
  4. Natural persons shall be limited to own/operate three (3) lotto outlets
  5. In case any PCSO official/ employee owns/operates a lotto outlet or has any interest in a juridical entity owning/operating a lotto outlet such official/employee must divest such ownership/interest within ninety (90) days from effectivity of this Resolution
  6. In case any officer or employee of the lotto systems providers or his relative within the second degree of consanguinity or affinity owns/ operates a lotto outlet such official/employee must divest such ownership/interest within ninety (90) days from the effectivity of this Resolution
  7. All previously denied applications prior to these new policies and procedures shall not be given preferences or be precluded from reapplying
  8. All other resolutions, memoranda, issuances inconsistent with the foregoing are hereby amended, Repealed or revoked as the case may be.
